Insights for BDO ATM Debit Card Errors and Issues in Online Transaction

What is happening, why are there errors when you use your BDO atm debit card online?

Why can’t you cash-in with GCash using your BDO debit card? When in fact, you have been doing this previously with no problem?



These were my questions for more than a week now. I have been trying to use my BDO atm card to cash-in to GCash but no luck. I get this error “Sorry, your Cash-In transaction via debit card cannot be processed.”

I have tried uninstalling Gcash on my phone then reinstall, no luck still. I have also tried unlinking my BDO atm card to GCash then relink or re-enroll, but there is always this error “Sorry, your card enrolment cannot be processed.”. 

I’ve done the re-enrollment route multiple times before I finally gave up and contacted GCash official account via Facebook messenger. Their FB admin replied with “Kindly contact your issuing bank first regarding to this matter.”

Online transaction errors using BDO ATM Debit Card

My next move was to contact Banco De Oro. I reached out to BDO using their domestic toll-free number 1 800 10 6318000. These are the salient points from my chat with the BDO call center representative:

  1. Mastercard has put-in a new layer of security for online transactions, hence, those online transactions which were okay previously for BDO debit cards affiliated with Mastercard now results to error. 

You can’t cash-in, can’t load, can’t use the card for online payment for specific apps.

2. There are identified “hot” apps or “high risk” apps. And recently, these “hot apps” are automatically blocked from online transactions. The reason given by BDO’s csr is the high potential of fraud transactions that may come from these apps. Because of this, further security measures are implemented now by BDO and Mastercard, which is the ‘app blocking’.

The apps which are being blocked so far are Google Play, GCash, Paypal, Netflix, Airbnb, Grab, Paymaya. All these apps I am using frequently save for AirBnB, lol. 

This figures why I also encounter errors when I try to use my BDO debit card on Paypal and when I load GrabPay. 

*I am not sure if BDO okays Agoda, Lazada, Zalora, Shopee for online transactions or if they are blocked too. I’m transacting with these apps from time to time so I really want to be able to easily cash-in or load or pay for transactions within these platforms using my BDO atm account.

*I have not faced issues using my BDO issued credit card. The encountered issues and errors are only for my BDO atm debit card. 

I understand that the automatic blocking of these high-risk apps is for the security of the bank’s client but the banks should at least make things easier for their clients who have expressly requested to have these apps whitelisted for her/his account. This brings me to the third point.

3.  APP AUTHORIZATION or WHITELISTING. There is a way to still continue using the BDO atm debit card for these high-risk apps like GCash, Grab, Paypal, etc. Account holder needs to call BDO hotline and request the bank to whitelist or authorize the app(s) so you can use use your atm card on these platforms. But there is an issue. 

Whitelisting / authorising of apps is only good for 24 hours. 

During the call the BDO rep says that she will coordinate my case with the proper department handling the whitelisting of apps. After a few minutes, she’s back on the phone informing me that I can now use my atm debit card for GCash. She advised me further that I should do the GCash – BDO cash-in transaction within 24 hours. 

I asked why? She said that whitelisting or app authorization is only good for 24 hours. My follow-up query was… ‘ Are you saying that if I want to cash-in again to GCash using my BDO atm card two days from now, that I should call the bank’s hotline again before I can do that? The rep answered ‘yes’.

🙁 Therefore, gone are the days when it is easy and convenient to use BDO debit Mastercard to cash-in or load a GCash account or to do online payments and transactions on the ‘high alert’ apps for that matter. 🙁

After our call, I immediately proceeded to cash-in to my Gcash via my linked BDO atm card. The transaction was successful. I put in a bigger amount than my usual cash-in because I don’t want to go through the hassle of calling the bank’s hotline anytime soon, again.

I shall try two days from now to cash-in to GCash without calling the bank’s hotline just to test and confirm if the 24-hours whitelisting is really in-effect.  I’ll update this post if I am able to do it successfully or not. 🙂

I did a separate test today. Since I have called BDO to authorize my debit card for online transactions, albeit I specifically requested to authorized Gcash, I tested if I can load my GrabPay using the same BDO card. Unfortunately, transaction wasn’t successful. The whitelisting is app specific. 

My advise is now this: If you will call the hotline to request authorization so you can transact online using your BDO ATM debit card – Mastercard, make sure to request the customer service representative to authorize all the apps that you intend to use your debit card with. Be specific but list all. I only said GCash, so it was only GCash that was authorized. Lol. 

UPDATE May 1, 2019

3 days after calling BDO, I again cash-in to Gcash using my BDO debit ATM Card. The second cash-in was last April 30, 2019.

Update May 22, 2019 – I am able to cash-in without problems now since whitelisting of GCash.

I didn’t call BDO again and yet I was still able to cash-in, transfer fund from BDO to GCash successfully. I hope this will continue and the Gcash app authorization will not be revoked unless I specifically request BDO to cancel the whitelisting of GCash.

      Hi Vasquez, I used GCash and Paymaya especially during big sales online; double the discounts and vouchers. 🙂

      One thing GCash is ahead of Paymaya is the availability of more billers, especially for credit card payments.

    Thanks for this info! When you requested to whitelist your BDO account, did you also receive a text message from BDO saying your request has been processed? I got mine this morning but when I tried to link my BDO mastercard it’s still showing the same error, account cannot be processed huhu. 🙁

      Hi Yan, I didn’t get a txt. Nag try lang ako after about 20 minutes after the agent said okay na ang whitelisting ng Gcash sa BDO account ko.

    i also encountered this using my cash card, i use my cash card for hassle free online payments, without risking my main account. but then, still need to call their contact center today for “whitelisting”. i do hope they include whitelisting in their mobile app so that i wont need to find a landline to call BDO which is a HASSLE.

    Im using the Visa one, and is gettng the same “cannot be processed” thing. Does the app blocking apply on visa debit card too?

    It’s my first time having my own debit card so Im not sure abt this problem, if it’s the kind of card I have, or authorization.

      Same problem but I’m using BDO Visa debit. Hindi ko maverify kasi “Cannot be processed daw”. Ang hassle kung tatawag ka parati sa hotline para iwhitelist nila ang apps.

    Update as of Aug. 29, BDO removed the “whitelist” option. Di na daw pwede according to their customer contact center. WTF.

    I’m so happy with Gcash for the first few months.. but now, this is the worst app for me. It’s a long story but I lost 20k when I cashed In from BDO online to Gcash. Hindi na nagrereply sa email kaya tinawagan ko na si Gcash. Until now, wala pa din silang resolution more than 15 days already. Saan pwede ireport para mapabilis ang process nila? nakakalungkot kasi pera mo na.. pahihirapan ka pa mabalik lang sayo… feeling ko tuloy hinihintay nlng nila sumuko ako… same case with my 2 officemates.

    I’m so glad I found this blog post! I’m having the same issues. I called their customer service hotline right away because I can’t use it for my Zomato and Spotify subscription (and also to pay for Zalora). At first, I thought it was the merchant but after reaching out to the merchants the problem is not on their part. When I tried to confirm it with the BDO customer service agent, she told me their system didn’t reached the several request I made. What a bummer. Guess I will just close my debit account. Like ano pa use ng Visa/Mastercard?

    Glad I found this article. My BDO debit Visa card can’t literally do anything. I’m working overseas so walang way to go to any branch to clarify. I can’t use it in Lazada, Shopee, AliExpress…I wrote to BDO and all they can say is it’s because of extra layers of security between them and the merchants, blah blah…ultimately, they said use another card. I gave up. Wala palang silbi.

    I am currently having my Card Issues in purchasing online like on my Netflix Account. I can’t register my BDO Debit Visa card even on the apple payment as a payment method. I successfully purchased Spotify because I think the app is not blocked. Looking forward for the BDO to literally “FIND THE MUCH MORE EASIER WAYS”.

    Can we file a class suite against BDO? Is there someone who’d like to?

    There may be a lawyer out there who does this kind of thing.

    Someone should do something about this.

    This is not something that they can do, just to keep their customer “safe”.

    Inconvenience, hassle. Its annoying, it’s stupid, why do they get to control our spending, when its our money.

    Its not even credit, its debit. They are technically holding our money. They shouldnt be doing that.

    They’re a bank, not my parents, not a husband or wife. They dont get a say when you can and not use it. Even my parents dont do that.

    The sites mentioned, they’re all legal site that do money transactions all the time. Why are they “whitelisted”?

    I’ve been having trouble, paying bills online, shopping online. I’ve getting the text confirmation, putting in the right code, and still payment is declined.

    I keep getting paranoid that my money is gone, and when I check online its still there. I keep thinking im getting hack! That or my eyes are bad or my brains switching the text confirmation numbers.

    Do you know what it fckng does to me?? Its stressing!

    How many people went online to search what the hell is wrong with our card? How many people commented here and just accepted it as fate?

    Do you know its even more dangerous having to check your bank account online. Logging in inputting password everytime.

    Heck they should whitelist their website too! Fckng stupid!

    Fck! We’re all doomed. Stupid fate! We cant do anything can’t we?

    We cant even sue? All we can do, all I can do is bitch about it.

    But thats it! There’s so many of that online but nothing happens.

    Lets sue BDO. Lol I would really like to, but thats a hassle too! Just like using their debit online.

    The best solution, Quit BDO, keep using it and you’d keep having this problem. But then I can’t!!!

    I need their bank! So I’m stuck! And this is what I get for loyalty!

    There’s not much in there, but its safe there.

    Its that safe, even the owner can’t use it!

    Oh and hell! It’s 2021!!
