Guide on Passport Application and Renewal in Cebu Pacific Mall Mandaue

If you have been looking for a guide on how to apply for a passport in Cebu DFA for the first time or you are planning to renew your expired or soon-to-expire passport, this post may come handy for you. I have just processed renewal for my passport, the last time I renewed mine was in Lucena and it was pretty fast. This time since I am in Cebu, I opted to renew in Pacific Mall Mandaue. I processed the renewal without the aid of a travel agency.  

Total time spent in processing the passport was 11 hours from 2:55 AM pre-dawn to 1:36 PM in the afternoon if you count the first time I handed my passport to a queue.  :mrgreen:



**I originally wrote this blog post sometime November but I did not publish this right away because at that time I was disappointed and frustrated with some DFA Cebu staff, and this post was laced with more ranting than info hehe. But since it’s new year today (Happy New Year!!!) I am editing this post to make this an informative post as I can make it rather than a sounding board of my frustrations hehehe. =)

By the way, if you are a Philippine passport holder of the green passport or maroon without the ‘chip logo’ at the front cover, take time to renew your passport before October 31, 2015. If you won’t renew you might face problem at immigration counters in other countries after October 31, 2015.

Senior Citizens and Minors Passport Application

If you are a senior citizen, worry not because you don’t have to come early and queue the lines since our law provides special accommodation to expedite your processing time. This also goes true for minors with their parents or guardians. I suggest you visit the DFA at 9 AM and you will be ushered-in even without a priority number. For us regular folks, please understand that both these groups enjoy this special accommodation because it is only rightful.

UPDATE October 2016: New passport and passport renewal are now done VIA APPOINTMENT SYSTEM!!!

Walk-ins are only allowed for special cases (seniors, pregnant woman with medical certificate, government official, minors below 7 years old, pwds, etc.)

First time to apply for a passport, excited!

It was Titus’ first time to apply while for me it was for passport renewal, we got to be ready in case there are international travel opportunities that await us. =) Plus, your passport also serves as your ID which you can use to transact official business with the government etc.

It is very handy to have, so apply for one. 🙂

We were really pumped up that at 2:30 AM we headed to Pacific Mall.  Lol, we thought we’d make the first 50 applicants; the reality was that we were closer to the 100Th slot when we listed our names. Hehe.

Requirements First Time Applicants for Philippine Passport

  1. Have an NSO certified birth certificate. Photocopy this.
  2. Bring a government ID, you can use the SSS UMID or GSIS or Driver’s License or PRC Card etc. Photocopy your ID front and back.
  3. Bring at least 2 supporting documents and photocopy it (front and back):
  • *Transcript of Records
  • * School ID if still a student
  • * Company ID
  • * Voter’s ID
  • * Postal ID
  • * BIR ITR
  • *etc

4. Prepare P950 for regular processing fee, you can claim your passport after 25 working days (don’t count the holidays!). If you want expedited or express processing which is 15 working days, you must pay a premium, so instead of P950, you’ll be paying P1,200.

Requirements For Philippine Passport Renewal

  1. Bring your old passport, photocopy the front page and the back page. One photocopy only.
  2. Bring a government issued ID same as number 2 option above. Photocopy front and back.
  3.  Bring cash to pay for the processing fee, see #4 above for the amounts you need to prepare.

Guys don’t forget to bring a ballpen too, and yahhh throw in loads of patience. =) Plus extra cash for breakfast and lunch since processing takes a long time if you do it by yourself with no special assistance.

DFA Cebu Passport Application Tips

If I have to redo everything I will do it this way:

Go to Pacific Mall at 9 PM the previous night to list your name.

At the front of the mall, there is a guard station there with one table. Have your name listed in the mall’s official list. Please note that this list is not the official one of the DFA, this is just to control what I termed as the “good, rule-abiding applicants”.

The guard will check if your requirements are complete and only then will he give you a Pacific Mall priority number. In return, you will give your government ID to the guard. If you lack requirements, you will be asked to come back with the needed documents.

After listing your name in the Pacific Mall list, go home and get some sleep. If you live far from Mandaue, you can wait it out in the mall, there are several benches outside that you can use. Some actually sleep on the hard floor of the terminal building while waiting for morning to come.

At 5:45 AM come back to the mall. At 6 AM the guards will ask everyone who holds a mall priority number to get the official application form. Get yours and fill it up completely.

At 6:30 AM, the guard together with some DFA personnel will ask everyone who holds a mall priority number to line-up sequentially. You will now exchange your mall priority number to the DFA official priority number. Don’t be surprised if your new number jumped more than 10 slots, it’s magic you know. =) You will also hand-in your application form to the guard, the guard then jots down your “new priority number” on your form then you will be advised to wait for 9 AM.

If your house is near, then you can go home to rest and come back again by 9AM. This is when the mall opens up along with the DFA office.

You can find the Department of Foreign Affairs Cebu branch in the 4th floor of Pacific Mall, formerly name Super Metro Mandaue.

Tip: If your DFA official priority number is anywhere from 100 and up, I would recommend for you to come back at 11 AM instead of 9 AM.

If you reside far, you might opt to wait it out outside the mall or in the fastfood chains which opens early. We had breakfast in Chowking at 7:15 AM and stayed there until 9AM. There is also Jollibee, Dimsum Break and Grand Thai resto. Staff of these restaurants I guess are used to applicants dining and waiting in their establishment while the mall is still closed.

Bring a fan; wear light decent clothing because the lobby of DFA Cebu is like taking a trip to the sauna. You will be spending hours and hours in two queues in a non-aircon lobby, it’s really sweltering hot there. Once you get inside their office, queuing becomes more comfortable because they have aircon t.here

Am not sure if this government agency plans to install aircon in the waiting area near the food stalls. Hope they do kasi sobrang init talaga.

At 9 AM the mall will open, the first groups who are allowed entry to the 4th floor of Super Metro, where you can find the office of DFA, are those with pending transactions from previous days, the senior citizens and the minors with parents and guardians. Those who have priority numbers will wait at the 3rd floor.  There are seats and benches you can use while waiting for your turn to go up. Walk in applicants will be served last.

The guards will call numbers by priority 1 to 50, then 51 to 100 etc to go up. Before proceeding to the escalator, they will get your DFA priority number and give you back your government ID so you will actually go up to the 4th floor without your DFA number. The guard at the 4th floor will tell you to line-up according to your number, so you have to remember what your DFA number was.

By the way you will be queuing in the “Processing” and “Encoding” department via moving / transferring seats. The system is when one applicant finishes with that phase, everyone will move one seat. When another one finishes, those seated will move one seat again. Repeat until you reach the first seat and then it will be your turn. In the “Cashier” section, you will hand in your application form and let your papers queue for you, the cashier will shout out your name when it’s your turn to pay the processing fee.

Titus finished more or less 30 minutes ahead of me while I finished processing at almost 2 PM.  The reason is that I had to go back the line since I forgot to photocopy the back of my government ID. So you should photocopy the front and back of your ID so you don’t slide down in the line okay? =)

The process of applying or renewing passport in the Philippines is actually easy because you hand in the required documents and just follow Step 1, Step 2 to the last step. What can frustrate regular folks like us is the slow moving queue because of “magic” and “insert-insert”. And mind you, these “special applicants” are not senior citizens, nor minors.

I took pics and videos of two applicants I really believe where ‘insertions’, I even interviewed one who suddenly cut into our “seat queuing”, obvious kaayo kay ga move-move baya mi ug seat once someone finishes with the encoding and passport picture taking, tapos kalit ni-abot and ni-insert,  nagkara-kara nuon siya’g answer sa akong questions haha but nahhhh I choose not to publish the vids and pics anymore hehe. Positive vibes tayo ngayon! hehe  :mrgreen:

To you who plan to apply for a passport, good luck!  If you are going to Manila any time soon, it might be best to procure passport there, not here in Cebu. Megamall has a DFA office that processes online application and personal appearance is by appointment. It’s more efficient, more orderly, and fairer.  In Cebu DFA, things are still manual and no appointment system or online application.

As for me, I thank heavens above that Philippine passport is good for 5 years before you have to renew again. =)

    Hi, Ms. Cille! May I ask is it necessary to have our names listed in the mall’s official list a night before the application? Do we have to do that before we get priority numbers?

    My husband & I will be renewing our passports. I find this blog very useful. Thank you so much for sharing!
    And “pahabol”, do you know any bed&breakfast hotels near pacific mall or metro mandaue? We’re from Leyte, we have no place to stay in by that time. 🙂

      Hi Jonnara, you can come by Pacific Mall real early in the morning to get the malls’s priority number but you have to brace yourself that you will most likely be at the backend portion of the queue . DFA Cebu will only give their official priority number to those who have the mall’s priority number that’s why you have to get one. Excempted to this rule are senior citizens and guardians with their little kids.

      On hotels near the mall, I’ll get back to you on this. I’ll ask first friends from Mandaue.

          Dohera Hotel is the closest accommodation to DFA Pacific Mall that I know of, it’s near Maguikay flyover. Another option is Andy’s Hotel along the highway. I hope this helps 🙂

      Hi Miralee,

      Exit SBT, turn right and walk to EMall, one block away lang to ng bus terminal. Sa gilid ng mall you can find 01K jeepneys. Take that then get off in SM. sa front neto APM Mall (yung 01k dito talaga nagbababa). Then ride Consolacion (24) or Liloan (25) or Danao(25). Please confirm with konduktor or driver if dadaan sila sa “Mandaue highway” (if hindi dadaan ng mandaue highway do not take the jeepney). Also abisuhan mo yung konduktor na ibaba ka sa Pacific Mall. =)

    I renewed my passport today and was completed in less than 20 minutes. ^_^. I arrived almost 10am to get a form. They told to get back at 2pm. I strolled in the mall (shopping konti), then had lunch, then buy some groceries (in preparation for our outing this weekend). At 1:38pm I went back to DFA (they let people in kahit wala pang 2pm), started following the process, and it was completed at 1:57pm. It didn’t expected it to be so fast, considering I’m on normal priority. Pretty amazing! ^_^ My problem now is, they did not inform me when should I get back for the releasing.

          Hi Lyn, need ng 2 valid primary IDs pag first time passport applicant. Pag yang Postal ID ay yung DIGITIZED version na, considered sya as one ID, kailangan mo pa ng isa pa na government issued primary ID.

          Check mo ang IDs na acceptable to apply for a passport sa DFA.

      Hi Aiza, I really don’t know if the supporting documents you have right now would suffice. I suggest that you call the local DFA office and ask them if your docs are acceptable, para you will know if you need to bring other docs, etc.

      Yes, Chad. Sa DFA Pacific Mall gihapon, just indicate na you want to pay for passport rush processing. BUT rush is I believe 15 ‘working” days, so if you need it within 15 “calendar” days, basin dili na maapas. Pero ask DFA pa din to be sure.

    Hello Madame Ciille Anne, good day po. My mom’s passport will expire this coming June 2015. My is 82 yrs old. Parehas og expiry ang sa ako brother . Since my brother mao may permi magkuyog sa amo mama kay maglisod na lakaw, puede ba sad maapil na og renew sa ako brother dungan sa ako mama bali sa priority pod ang ako brother sa passport renewal?

      Hi Ms Cely, yes mahimo sang priority imong brother if dungan sila sa imong mama og pa-renew. In less than 2 hours siguro human na silang duha ni mama nimo. 🙂

          Puede ng dili ang Birth Cert but they both need to bring their expiring passports + at least 2 valid government IDs each. Front + Back of expiring passport ipaphotocopy + photocopy sad sa front + back sa IDs.

    Hi Cille. I Added your blog to my homepage. Pwede ra man ako mo apply for passport sa ako 2 kids( 12 & 5 yrs. old) ma’am no? Necessary jud to ang step 3? If so, aside sa school IDs what other proof of identity nila, when my youngest doesn’t have an ID.
    Kana NBI Clearance necessary na?

      Hi Sandra, you need to bring your kids when you apply kay kuha-an man sila ug picture. I believe okay ra ang NSO Birth certificate sa imong 5 yr old since wala pa sya school or government ids. But to be 100% sure, please call up DFA office for your 5 yr old kid’s requirements. For your 12yr old kid bring the school ID and NSO Birthcert. NBI clearance is not necessary for you if you can present at least 2 other government IDs like SSS and PRC, Driver’s License and Comelec Voter’s Registration ID, etc together with your own NSO Birth Certificate. Also you don’t have to line-up since you are with your kids. Hope for a speedy, hassle-free passport application for you and the kids!

      Hi Ana, naa koy friends ga ingon na mas paspas na ang DFA Mandaue mo process karon. One friend said he went there 10 AM, natapos sya complete passport processing before 3 PM of the same day. As far as I know there is no appointment system sa Pacific Mall pa gihapon.

      *Your friend na 16 years old will need a guardian when he/she applies. From DFA website it says 18 and below needs personal appearance of either parent and valid passport of parents (if minor is a legitimate child) or Personal appearance of mother and proper ID or valid passport of mother (if minor is an illegitimate child) .

    1) 2AM ng Monday open na ang Pacific Mall for the priority number?
    2) My passport is lost and expired, what are the requirements I need? I already have my Affidavit of Loss.
    3) Sure ba na maka-appointment ko within the day kung direcho ra kog Pacific Mall? im worried basig pabalikon ra ko, layo ra ba amoa sa Ormoc pa. 🙁

      Hi Edgar,

      Naa koy friends who got their passports lately bisag wa sila ni-pila sa kadlwan sa Pacific Mall, they arrive there at 10 AM, di na daw grabe ka busy ang dfa office at that time. But risk sad ni sya nuon, if I were in your position, mag early ko to be sure.

      1. Dili pa open ang mall, but the guards give priority numbers na.
      2. Re lost passport – personal appearance, notarized affidavit of loss, since expired na imong passport there is no need to submit a police report. if passport is lost but still valid need to submit a police report. bring photocopy of first page of lost passport if you have one, if wala okay ra kay this is optional.
      3. Sure ko especially if sayo ka. Wala pay appointment system ang DFA cebu, first come first serve basis pa.

      Hope paspas ra imong passport processing sa DFA mall!

    I would like to know if my IDs are acceptable to get passport?
    I only have voter’s ID,postal ID, NBI CLEARANCE, and NSO..is this enough to get the passport requirements?

      Hi Stephanie, your IDs are okay. Don’t forget to photocopy front and back of your IDs and NBI clearance. You will surrender your NSO copy of birth certificate when you apply for passport for the first time.

      Hi Maribel, renewal of passport naman lang ka, so no need to bring a barangay clearance or police clearance. But you need to bring a government issued ID photocopy front + back.You must also bring your expired passport, photocopy the front page and last page.

      Note:
      1. If imong passport was issued before 1995 kadtong brown color pa, you need to photocopy pages sa passport – pages 1,2,3,4 and last page and submit NSO birth certificate.

      2. If imong passport was issued in 1997 kadtong “machine readable passport” – you need to bring photocopy of first and last page. PLUS, NSO birth certificate.

      3. If you have the old green passport or the new electronic passport (E-passport) – photocopy first and last page. No need for NSO.

      Passport application and claiming same office lang sa DFA.

      Hi Jhedda, don’t use your voter’s ID when you apply for passport kay wrong spelling won’t be accepted.

      Hi Rv, one government issued ID is enough as long as you have at least 2 other supporting documents + NSO birth certificate.

    Then if pregnant naa bay priority # ok ra ba if dili muadto ug gabie para magkuha sa priority #

      Hi Elen, based sa imong IDs and documents okay na na plus your NSO birth certificate. Naay Priority Line ang pregnant, inig abot nimo dritso na ka sa sud. Ayaw kalimot photocopy sa tanan nimong IDs ug sa clearances nimo.

      Comment nya balik pag mahuman na ka, para makashare sad ta ug info about passport processing for pregnant women if unsa ka paspas. Salamat!

      I hope those who just got their passport (new or renewal) will comment back so we’ll all know if the lines are no longer long, if one can just go to the Pacific Mall in the morning instead of at dawn for listing, etc. Anyhow, hope you’ll have your passport soon especially there are lots of upcoming Piso Fare 2017 promos including for travel abroad. 🙂

    Hi maam…..i just want to ask if ang ako passport maam got lost many years ago and since pag issue ato wapa jud to nko na renew ….my question is am i going to apply a new one or renew?thanks and hope to hear from u soon. (2001 to nko nkuha)

      Hi Tess, you will be filing for re-issuance but you need to submit additional documents for the lost passport. This is on top of the requirements for renewal.

      LOST PASSPORT REQUIREMENTS

      • Submit Notarized Affidavit of Loss (with detailed explanation on when, where and how passport got lost).
      • If the lost passport is still valid, submit Police Report. (in your case you don’t need this since 2001 pa man tong imong passport so expired na).
      • Photocopy of first page of lost passport (if available) (ignore this if wala kay copy sa first page of your lost passport)

      Go to DFA, fill up and submit re-issuance/renewal form, also submit your notarized affidavit of lost. There is a 15 day clearing period before your passport re-issuance will be processed (additional waiting time).

    .as far as i remember correct man ang spelling sa birthplace sa mga forms nko..

      Hi Daisy, nahh wa baya ko kabaw ana. Recommendation for you is to call DFA para 100% sure ka, and also para if you travel no worries ka whatsoever, lisud na mag-cge huna-huna.

      Hi Reena, you can have your father claim your passport if di ka ka-adto, just make sure to give him an authorization letter, plus a copy of your ID and his ID.

      From DFA “Passport shall be released to an immediate family member only with proper authorization letter. “

    Hi, ma’am cielle, I’m Gemma choyongco, holding passport renewed from Kuwait before because I work there. I stop work in Kuwait for 15 yrs. Already. The , problem is, I renew my passport in dfa Davao before and expired already ug wala na gud magamot. Ako lang GI renew. Kaso, ma’am, I want to renew my passport just for school requirements of my daughter. Dili na unta nko e rwnew kso requirements sa akong anak sa ilang ts subject. My, problem, nabilin sa surigao ang akong passport nga na renew sa dfa Davao wala magamot ug expired na sab. Been passport. What I have now is a green passport expired also. My, question is, can I use this green passport while I’m in Kuwait. This want I want to renew. Also, I want to renew my daughter passport Jan. Expired 2017, expired holding brown passport. Duha ilang requirements as a project in school. Dili na unta nko e renew ang akoa , but kinahanglan man. Pls. Reply. Thanks ma’am.

      Hi Ma’am Gemma, if ang imong passport is expired na and naa ka sa Kuwait karon, ipa-renew nya as soon as possible so you won’t get into trouble there. Go to the Philippine Embassy diha para marenew nimo dayon imo passport. If naa ka sa Pilipinas now, go to the nearest DFA to renew. Regarding sa daughter nimo, she can renew her passport na sad. Bring your old passports ha when you renew.

      **Pero weird na school ha kay pati ikaw girequire to present your passport as part sa project sa imo daughter.

    I would like to ask if naa bah gihapon priority na line kung naa kuyog bata..? kay mag pa appointment unta ko online but sad to say full naman.. since apil man ug kuha ug passport akong baby na 1 yr and 5 months old, ma priority rabah gihapon mi ana?

      Hi Arvie, if you and your baby will process passport, no need to queue for you, Dritso lang sa DFA you will be given priority. 🙂

      Hi Rhea, sa DFA sa Pacific Mall online appointment ra puede. Returning OFWs who will go back to the same employer can walk-in sa DFA Robinson’s Galleria Branch (Ortigas), 8 AM to 12 NN ngadto.

      Hi Ronnie, sa akong nahibawan basta ofw or naa nay contrata, puede ra mag walk-in sa DFA for passpoet processing. Sa requirements same ra ata as listed sa post, plus copy sa imong contract. To be 100% sure, call DFA Pacific Mall nalang for complete requirements.
